Tripura asks Mizoram to prevent Bru influx

SOURCE- TOI                                                                                                                                                  AGARTALA: After the exodus of about 900 Bru tribals from Mizoram to neighbouring Tripura in the last three days, the Mizoram administration has agreed to provide security to Bru families in the western part of Mizoram to prevent more Brus from leaving Tripura. This decision was taken at an officer-level meeting at Kanchanpur in North Tripura on Wednesday.

North Tripura district magistrate and collector Prashant Kumar Goel said, "About 247 Bru families comprising 900 people from three villages of western Mizoram have fled to Tripura in the past three days." Following this, the district administration held urgent meetings with their Mizoram counterpart for safe repatriation of the families and action to prevent fresh exodus.

Mizoram Bru Displaced People's Forum (MBDPF) president A Sawibunga alleged that a group of Mizo youths perpetrated violent against Brus living in Damdiai, Tumpanglui and New Eden villages on Monday, accusing the latter of maintaining clandestine relation with banned militant outfits.

"They beat up the Brus and set at least 13 house on fire, forcing the Bru families to flee the place and take shelter in camps in Tripura," he alleged.

As many as 37,000 Bru tribes have been living in six camps at Kanchanpur in North Tripura for the past 17 years following ethnic clashes between the Mizo and the Brus. After the intervention of the Union home ministry, the Mizoram government took back about 5,000 refugees. The rest are still living in the camps.

Sawibunga further alleged that Mizo youths have been pressurizing the Brus to ensure the release of three persons, including a Kolkata-based telecommunications engineer and two local Mizo drivers, who had been kidnapped by armed insurgents in the area on November 23 last. The drivers, both Mizos, were released on Wednesday but there is no information about the telecom engineer, who is a non-Mizo.

"Before the assembly election last year, Mizoram chief minister Lalthanhawala visited Bru camps in Tripura and made a commitment to ensure safety and security of the Brus in Mizoram. He also promised early repatriation of the refugees, but nothing has progressed. Rather, renewed torture has started on the minority tribes," Sawibunga said.

He added that since the abduction of the three persons last year, about 1,000 Bru families have become victims of torture and violence. Many of them have also fled to nearby villages in Cachar and Karimganj districts of south Assam over the past two months.

He also demanded adequate security for Bru families and shifting of Bru refugees to their homeland immediately, free rations for two years and Rs 1.5 lakh financial assistance to each family to construct houses and restart cultivation besides allotment of land.
                                                                                                                                                                                                         

State to gain from Tripura power plant



The industry-starved north-eastern region of India would be a power surplus area by June, when ONGC's 726 MW power project starts full capacity generation, a top official said here Thursday.

The 726 MW capacity combined cycle gas-based thermal power project (using both water and natural gas) at Palatana, 60 km from Agartala, in southern Tripura is the state-owned Oil and Natural Gas Corporation's (ONGC) first commercial power project in India.

"The generation from the first unit (363.3 MW capacity) of the power plant began December 31, 2013, and the generation from the second unit (363.3 MW capacity) would start in June," ONGC Tripura Power Company (OTPC) managing director Sudhindra Kumar Dube said.

"However, there are some problems of transmission of electricity in the region.

We expect these problems would be overcome," he told reporters.

According to the official, the current peak-hour demand of electricity in the seven north eastern states is 2,200 to 2,300 MW.

Now, the shortage of power is around 100 MW.

"After the generation of the second unit of the Palatana power plant, the north eastern states would be able to supply its surplus power to other parts of the country through the national grid," Dube, a renowned power engineer, said.

The Palatana power project was inaugurated by President Pranab Mukherjee June 21.After that, the power plant faced some technical hurdles, but started full generation of electricity from the first unit December 31 .

OTPC is a special purpose vehicle (SPV) promoted by ONGC, Infrastructure Leasing and Financial Services (IL & FS) and Tripura government, created in 2004 for execution of the 726.6 MW combined cycle gas-based thermal power project.

Dube said that from this power plant, Assam will get the maximum share of 240 MW of electricity, followed by Tripura (196 MW), Meghalaya (79 MW), Manipur (42 MW), Nagaland (27 MW), Mizoram (22 MW) and Arunachal Pradesh (22 MW), while IL&FS and OTPC keep 98 MW.

"OTPC has signed a gas sale and purchase agreement with ONGC for supplying 2.65 million metric standard cubic meters gas per day.

The agreement would be valid for 15 years against the assumed power plant's life span of 25 years, with a provision of further extension by another 10 years," he said.

To set up the Rs 4,047 crore power plant, a total of Rs 10,000 crore is being invested for the project and related works including transmission lines and setting up of ONGC gas pipelines.

"A 400KV high transmission power line (661 km) has been drawn up to Silchar in southern Assam from Palatana to connect with the Bongaigaon national grid in western Assam to distribute electricity to various north eastern states," the OTPC chief said.

The Palatana project is a hallmark of cooperation between India and Bangladesh, which ensured smooth passage of heavy project equipment and turbines to Palatana through its territory by road and waterways, from Haldia port in West Bengal.

Prime Minister Manmohan Singh laid the foundation stone of the power project in October 2005 .

Tripura to appoint 4,600 UG teachers after 16 years

AGARTALA: The Tripura government has decided to appoint 4,606 undergraduate (UG) teachers in about 4,000 primary schools of the state. The last such recruitment was made 16 years ago in 1997. At present, the state has around 7,500 UG teachers for 4,000 schools. School education minister Tapan Chakraborty said on Friday that a special cabinet on Thursday night decided to appoint UG teachers as per the existing norms in Tripura, which allow for recruitment of teachers who have cleared Madhyamik.

The state government has taken this decision despite the fact that the Union ministry of human resource development (MHRD) hasn't approved relaxation of the qualification to the Madhyamik level as demanded by the state. The MHRD directive says recruited teachers must be at least higher secondary pass-outs with 50 per cent marks.
He added, however, that the MHRD has allowed appointment of UG teachers who haven't cleared the Teachers' Eligibility Test (TET) and basic training like BEd or other professional courses.
The process of recruitment will be completed in the next month so that from the forthcoming academic session, primary schools will get some more teachers, he asserted.
"We have for long been persuading the MHRD to relax the basic qualification of candidates to Madhyamik because the process of recruitment of UG teachers had started in 2002 when the Right to Education (RTE) Act was not in existence. But, for about a year, we did not get any response from the MHRD, which compelled us to take the decision on our own," Chakraborty said.
He pointed out that the state government could not afford to keep thousands of aspiring candidates waiting for years with uncertainty. He added that the state government has taken sufficient legal protection to ensure the teachers can keep their jobs even if they do not comply with the RTE Act.
Senior Congress legislator Ratan Lal Nath said primary education in the state is in a "fragile state", which is indirectly resulting in the mushrooming of low-quality private schools at the behest of the Left Front.
Welcoming the government's move, he said, "Interviews for the recruitment were first held in 2002 and more interviews for the same posts were held in 2006 and 2009, but the government did not recruit a single teacher. The process was on hold for over 16 years. Finally, the government has taken a good decision."
He further asserted that Congress would support the move but cautioned the government to take necessary legal protection before issuing offer letters to the teachers and to ensure that the employed teachers do not lose their job.
"We demanded that the government give priority to older candidates and base the recruitments on their qualification, putting aside their political affiliation and identity," Nath said, adding that more than 84,000 candidates had applied for the 4,606 UG teachers' posts since 2002.

Tripura State Rifles (TSR) troopers have arrested a Bangladesh national with three lakh taka (Bangladesh currency) and two mobile phones, police said here Monday. Police are yet to ascertain the motive of Nunakashi Chakma, 28, for entering Indian territory with the large sum of cash. "During a routine operation by the TSR jawans, Chakma was arrested from bordering Raishyabari village (195 km from here in northern Tripura) Sunday night," a police spokesman said. The illegal entrant is a resident of Ghagracherri village in the mountainous Chittagong Hill Tracts in southeast Bangladesh. Senior police and intelligence officials were interrogating the tribal youth. India has stepped up security along the border with Bangladesh in view of the political turmoil in that country. "We have asked our jawans to keep a close watch on the border. Our men remain vigilant round-the-clock, especially where a substantial number of people reside across the border," BSF Public Relations Officer Bhaskar Rawat said. Another BSF official said: "We were apprehensive that when Bangladesh deploys its army before their general elections (due Jan 5) and starts taking action against miscreants and wrongdoers, there might be some influx of people from across the border into India." India shares a 4,096-km border with Bangladesh, including 856 km in Tripura. A large portion of the international border remains unfenced and porous.

Tripura plans master plan to provide drinking water to all areas

The Tripura government will be preparing a master plan to provide drinking water to all localities of the State. The decision was taken at a high-level meeting to review the water and sanitation situation in remote habitations.
Officials said 134 localities, mostly tribal-dominated and remote, had no source of drinking water. The residents often face death and diseases due to consumption of contaminated water.
The review meeting chaired by Chief Minister Manik Sarkar, Drinking and Water Sanitation (DWS) Minister Ratan Bhowmik and senior officials of different departments took stock of the water and sanitation situation in the State. The meeting decided to get ready a master plan to ensure supply of drinking water in hitherto unattended localities.
“The Chief Minister wanted the plan be ready by January 3, and initiate measures thereafter,” a DWS official said on Sunday. A committee with Chief Conservator of Forests Sanatan Talukder as chair has been constituted for the purpose.
The meeting extensively discussed possible measures to help out distressed people. Even shifting of some tribal hamlets to areas near permanent water sources was suggested. A decision was taken to involve the Forests and Tribal Welfare Department in a lead role with the assistance of relevant departments to solve the water crisis.

Tripura constitutes child rights panel




The Tripura government has constituted the Commission for Protection of Child Rights to deal with the related issues in the state, officials said here Wednesday.
"The six-member commission was constituted recently with the ruling Communist Party of India-Marxist senior leader and social activist Rupa Ganguly as its chairperson," the state's social welfare department official told IANS.
He said the National Commission for Protection of Child Rights (NCPCR) has been asking all the state governments for the past many years to set up the state commission.
According to the official, Tripura is the first state in the northeastern region to constitute such a commission on child rights.
The NCPCR was set up in March 2007 under the Commission for Protection of Child Rights Act, 2005.
The commission's mandate is to ensure that all laws, policies, programmes and administrative mechanisms are in consonance with the child rights perspective as enshrined in the Constitution of India, and also the UN Convention on the Rights of the Child.
The child is defined as a person in the 0 to 18 years age group.

Tripura to commercial produce bamboo shoots






Considering the growing demand for bamboo shoots as an Asian delicacy in starred hotels, the Tripura government is planning to commercially produce the vegetable.

Sources said that the state government had initially selected an area of 60 hectares at Belbari in West Tripura district to cultivate a special variety of bamboo for commercial exploitation.

"The State Bamboo Mission is giving all-out help to the project," BDO of Jirania block in which the area falls, Argha Saha said.

Indraneel Bhaumik, Associate Professor of Economics in Tripura University says that Tripura is one of the best bamboo producing states in the country.

"If planned and scientific cultivation is started, it would bring a balance to the demand and supply of bamboo and open a new opportunity of import of shoots," he said.

The mission has decided to cultivate a species found in Thailand - Gendu Calamus - which makes palatable dishes, Saha says.

Sources in the Mission said it had already made a test field of cultivating bamboo shoots at Peratia in Gomati district which emerged as a successful model which would be practiced at Belbari.

The programme manager of Bamboo Mission, Ramnarayan Pande, said self-help groups would be engaged in producing the plants and all technical and monetary helps rendered to them.

A traditional forest vegetable in China for more than 2,500 years, bamboo shoots are not only delicious, but also rich in nutrients, and rank among the five most popular healthcare foods in the world.

In Japan, the bamboo shoot is known as the king of forest vegetables.

The shoots are eaten very widely by the Mongoloid people in the whole Northeast and of late are also being widely consumed by the non-Mongoloid people.

Tripura tribal party to garner support for autonomous council




The Indigenous Nationalist Party of Tripura (INPT) will consult regional parties on the issue of augmentation of power of the state’s lone autonomous district council constituted under the sixth schedule of the constitution. Top leaders of the party reached Guwahati on Saturday for the purpose ahead of their visit to New Delhi to place demands to the Central government.
INPT President Bijay Kumar Hrangkhawl, Vice President Nagendra Jamatia and General Secretary Jagadish Debbarma will hold talks with leaders of the regional parties and office bearers of other autonomous districts councils. Unlike rival Indigenous Peoples’ Front of Tripura (IPFT) which is voicing for a separate state for the minority tribal population, INPT wants to take a pragmatic approach on the whole issue.
“We don’t want bifurcation of the state, but definitely demand measures to strengthen the tribal district council. The present council has very limited power and jurisdiction”, Jagadish Debbarma told The Hindu.
He said the council should be given authority under the seventh schedule of the constitution that was only granted to the Bodo Territorial Council (BTC) in Assam. The party would place this and other demands to the central government leaders including Home Minister Sushil Kumar Shinde at New Delhi.
INPT leaders said they want the centre moves a bill on assigning more power to the Tripura tribal autonomous district council in upcoming winter session of the parliament. The party would also lobby for other demands concerning s indigenous people who constitute one third of total population of Tripura, they added.
A team of IPFT leaders are also slated to visit New Delhi soon to demand for a separate state for the tribals. The party has been agitating for a new state with areas under the tribal autonomous district council.
The council covers three fourth of total area of the state, but has only one fourth of population in a state 3.6million people.

Rumour leads to panic buying of salt in Bihar(Its a rumours guys dnt panic and dnt let shopkeepers to cheat )

     
  PATNA: There was panic buying of salt in different districts of Bihar and its capital on Thursday following rumour about the shortage of the most essential item in the kitchen of every household. Though the state government denied any shortage, shopkeepers had a field day and sold salt from Rs60 to Rs150/kg.

Food and consumer protection minister Shyam Rajak blamed the BJP for spreading the rumour. BJP spokesman Suresh Rungta, however, rebutted Rajak's allegation and said government should ensure adequate supply of the essential commodity.

"An unsubstantiated rumour has spread in Darbhanga, Sitamarhi, Samastipur and Madhubani districts about shortage of salt in the market due to reduced supply of the commodity from Gujarat, prompting the consumers to panic and buy it for Rs70 per kg at some places," Rajak said at a press conference. "Officials of the affected districts have been directed to probe the situation and crack down on the hoarders," Rajak added.

More than six persons were arrested from Bettiah, Nirmali, Supaul, Darbhanga and Madhubani for spreading the rumour. The maximum retail price of salt of different companies is between Rs16 and Rs20 per kg.

Rajak said the department officers made public announcements about the availability of salt in abundance at prescribed rates and consumers stopped the panic buying.

A supermarket on Fraser Road in Patna exhausted its stock of 800kg as people resorted to bulk buying. A departmental store owner in Patliputra Colony told TOI, "Generally I sale ten packets every day but I sold over 50 packets on Thursday after the rumour spread about its shortage."

Surprisingly, bags of salt were left abandoned outside a few posh bungalows in Patliputra Colony.

Rajak warned that those engaged in hoarding and black marketing of salt would be arrested under section 7 of the Essential Commodities Act.

The department's principal secretary, Shishir Sinha issued instructions to all DMs and SDMs directing to raid the hoarders' premises. The government announced that four lakh bags of salt would reach Patna from Gujarat and Rajasthan in the next two days. The government also released salt stock position in different districts.

The administration swung into action following rumours of salt shortage in Samastipur, Sitamarhi, Katihar, Purnia, East Champaran, West Champaran, Supaul, Madhepura and Madhubani districts.

Supaul DM L P Chauhan told TOI over phone that there was no shortage of salt in the urban areas, but reports of black marketing were pouring in from the rural areas.

Kisun ji, a salt retailer at Mina Bazar in Motihari, said salt is available in the market but people are buying to stock it.

"People are being informed about the rumour. Stern action will be taken against rumourmongers," Madhepura DM Gopal Meena said.

Purnia SDO Raj Kumar rubbished such rumours and denied any shortage of salt.

A flurry of phone calls around 4pm on Thursday resulted in a melee in the Bettiah market and salt price zoomed to Rs100/kg. West Champaran DM's OSD, Manoj Kumar, said police stations have been alerted.

People in Begusarai woke up amidst rumours of salt crisis and there was a mad rush to buy it a premium. Begusarai DM Manoj Kumar said there was no shortage of salt in the district. However, a team of officials led by Begusarai SDM S P Mishra swung into action and warned the wholesale dealers not to charge extra. However, people were spotted carrying a bag containing 25 packets of salt to avoid impending crisis.

People rushed to the nearest shops in Samastipur town and villages for panic buying of salt. Vijay Sah of Pethiagachi Road area in Samastipur said he bought two sacks of salt for at least nine months. The district president of Revolutionary Youth Association (RYA), Surendra Prasad Singh, led a group of youths and staged a protest march in the town demanding action against the rumourmongers. The district administration also made announcement on public address system that hoarders would be punished.

HIV-infected couple dead after allegedly consuming poison

Unable to bear the social stigma, HIV-infected couple allegedly committed suicide by consuming poison.
While the husband died on the way to the hospital on October 24, the 35-year-old woman died at a hospital yesterday, North Tripura district, SP (North) Abhijit Saptarshi told reporters.
The couple, living in Hurua village, were ostracised by the villagers and relatives, who had asked them to leave the village fearing spread of the infection, the police said.
The woman had to abort her five-month-old foetus on the advice of doctors when she was detected as HIV positive in 2008.
The statement of the woman has been recorded in the hospital and appropriate action would be taken, the SP said. A case of unnatural death has been registered by the police.

Tripura to get second software technology park



Agartala, Oct 26 (IANS) A second Software Technology Park would be set up in Tripura to boost information technology in the country's northeast region and to reach out to people of rural and remote areas with e-governance, a minister said here Saturday.
The proposed Software Technology Park (STP) would be the second such technological complex in Tripura and sixth in the northeast region of India.
Jitendra Chowdhury, Tripura's industries, commerce and information technology minister, held a meeting with Omkar Rai, director general, Software Technology Park of India (STPI), in Bengaluru earlier this week.
"The STPI director general positively assured me that a STP would soon come up in Agartala. Tripura government would extend all kind of support in setting up of the STP," Chowdhury told IANS.
During Chowdhury's visit at STPI complex in Bengaluru, senior director of STPI J. Parthasarathi apprised the minister about the role of STPs in India.
There are 54 STPs functioning in India.
The minister said the state government would soon declare Information Technology and Electronics Policy.
The Tripura government, with the financial assistance from the central government, has been setting up a STP at Indranagar in the outskirts of the city at a cost of Rs.43 crore to further boost the information technology industries in the industry-starved northeastern region.
There are four other STPs that are either functioning or ready to function in Guwahati, Imphal, Gangtok and Aizawl.
Chowdhury said the technology park would provide all sorts of facilities for the growth of information technology industries in the region for the purpose of socio-economic development.
"The STP would help the authorities to reach out to citizens with more efficient and productive government services," the minister said.
He added that it would serve as an important tool to create maximum job opportunities as well as absorbing a large portion of the educated unemployed.
STPs are being set up in India by the STPI authority since 1991 to encourage, promote and boost software exports from the country besides expansion of the information technology infrastructure and software industry.

Mizoram refugees in Tripura to get postal ballot

The Reang tribal refugees, lodged in seven makeshift camps in Tripura the past 16 years since they fled their villages in neighbouring Mizoram, would cast their votes through postal ballots in the Dec 4 assembly polls in Mizoram, officials said here Saturday.

"At least one facilitation centre would be set up in each of the seven refugee camps in north Tripura so that the eligible refugees could cast their votes for the Mizoram assembly polls," North Tripura's Kanchanpur sub-divisional Deputy Collector Anupam Chakraborty told IANS over phone.
He said: "The facilitation centres would be set up under the guidance of the Election Commission of India (ECI). The commission would supervise the work of these centres. Tripura government might provide the logistical support like security to these facilitation centres."
Director General of the ECI Ashish Srivastava, accompanied by Mizoram's Chief Electoral Officer Ashwini Kumar and other state officials last week visited the refugee camps in Northern Tripura to finalise the voting of the refugees.
Of the 37,625 Reang tribal refugees, locally known as 'Bru', living in the refugee camps in Kanchanpur and Panisagar in North Tripura since 1997, only 11,311 were listed in Mizoram's electoral rolls.
The refugee leaders complained to Srivastava that there were many eligible voters in the camps who were not included in the voters' lists of Mizoram.
A Mizoram election department official told IANS: "Following the directives of the ECI, the officials of three Mizoram districts --Mamit, Lunglei and Kolasib -- would soon start a special drive in the refugee camps in Tripura to include names of eligible voters in the electoral rolls of the state."
After a two-year break, the repatriation of the tribal refugees resumed Sep 30, with around 600 people making up 90 families going back to their homes in western Mizoram.
The tribals fled their villages in Mizoram in October 1997 after ethnic clashes with the majority Mizos over the killing of a Mizo forest official. Many have since refused to return home from camps in Tripura unless their security is guaranteed with tripartite agreement.

Accidents in Tripura during durga puja

Durga Puja festivities in Tripura passed off more or less peacefully, but the state recorded many road accidents involving two-wheelers, leaving five dead.

Despite heavy rain in several parts of the state, thousands of devotees thronged puja pandals across the state. This year, about 2,364 community pujas were held in Tripura. Around 400 pujas were organized at the community level in and around Agartala.

About 3,000 additional police and Tripura State Rifles (TSR) personnel were deployed in the state during the Pujas.

Police said two accidents were reported West Tripura, while one each was reported from North Tripura, Unokuti and South Tripura districts in the past three days. All the fatalities were caused due to rash and negligent driving, police said.

This apart, there was a clash between members of two rival clubs at Shantirbazar in South Tripura district. No casualty was reported as police acted promptly.

An assistant sub-inspector of police was accused of molesting a Class XI student in an abandoned brick field in Pitra area of South Tripura on the night of October 13. Police detained the accused - identified as Mangal Debbarma - on Monday night.

Bangladeshi businessmen get permanent market place in Agartala

Tripura, Oct 16 (ANI): Tripura has become the first state in the country to have an exclusive market for businessmen from Bangladesh on the first floor of the Mukut Bipani Bitan, a trade centre in the New Capital Complex in capital Agartala. The market is the first of its kind to bring together Bangladeshi products under one roof. In the initial stage, 15 Bangladeshi companies will showcase products like sarees, crockery, handloom items, rubber and electronic goods. A week long Bangladesh expo has been organised at the market by the Federation of Bangladesh Chamber of Commerce and Industry in collaboration with the state's industry and commerce department. The trade volume between India and Bangladesh has marked a significant increase, especially after India provided tax relief on several Bangladeshi commodities.

Tripura Police officer held for raping minor.

An assistant sub-inspector (ASI) of Tripura Police has been arrested on charges of raping a minor girl in southern Tripura, police said here on Tuesday.

The police authorities have suspended the ASI from service and ordered a probe into the allegation that a section of police officers is trying to suppress the crime which was committed on Saturday night at an isolated brick kiln.
Debbarma knew the 17-year-old girl’s family. He took her on his two-wheeler to an isolated brick kiln and raped her. The girl raised an alarm and a passerby rescued her. Debbarma fled the spot, 70 km south from here.

Doctors of Agartala Government Medical College suspended for wrong surgery

The Tripura government late on Tuesday placed under suspension four doctors and four paramedics of the Agartala Government Medical College here in connection with the wrong surgery performed on a poor patient at the hospital last month. All of them have been found guilty by a three-member probe panel headed by director of health services S R Debbarma.

The doctors who have been placed under suspension are Nilutpal Chakma, Niladri Sengupta and Soumen Debbarma (all assistant professors) and anaesthesiologist Biswajit Sutradhar. The suspended paramedics are Uma Chakraborty, Gopa Debroy, Niharika Kalai and Archana Basak.


After receiving the report from the probe panel, the state health department had served show cause notices on the doctors and paramedics concerned. Their response were not found satisfactory.

Fifty-three-year-old Ratan Das of Ampi in Gomuti district had gone for excision of a vascular growth inside the mouth for biopsy early last month, but the three surgeons had operated his urinary track. On a complaint lodged by the victim's family, police registered cases under Sections 338, 506 and 34 of IPC against the accused. All three accused surgeons were subsequently found to be absconding.

Sources said after the wrong surgery the doctors allegedly forced the patient to sign a consent on the operation table itself. Moreover, on the day of his discharge from hospital the three accused surgeons allegedly warned him not to disclose the matter to others but if he required medication they would provide it efficiently.

Security beefed up in Manipur, Tripura in view of strike calls

Two different general strikes is likely to hit normal life in Manipur from October 14 till October 15 night. During the strike, no commodity including consumer items, cannot be brought to Manipur.
Kuki Impi Manipur and Naga People's Organisation have called a 48 hour- general strike in Manipur from the midnight of October 14. Talking to reporters T. Thangkam president of Kuki Impi Saikul and Chance Raikhan, president of Naga People's organisation said that for unexplained reasons the government had brought 120 villages of the Naga and the Kuki tribes under the police stations located in non-tribal areas. They had made representations to the authorities to rectify the same. The organisation warned of more stirs, if the government did not respond after the proposed general strike.
The Coordinating Committee (Corcom) of the six proscribed underground organisations in Manipur have joined hands with National Liberation Front of Tripura to call an 18-hour general strike in both the states from midnight of October 14. A joint statement issued by Corcom and NFLT says that these two independent kingdoms were forcibly merged with independent India on October 15, 1948. Contending that the merger was against international law these outfits have been observing "Black month" from September 15 to October 15 all these years.
As the governments of Manipur and Tripura anticipate violence during the general strike called by the militant groups security measures have been beefed up.

86 Bru families cross over to Mizoram from Tripura

At least 86 Bru families from the Naisingpara and Asapara relief camps in neighbouring North Tripura district returned to Mizoram on the first day of self-repatriation today.

While 66 families who crossed the border registered at the Kanhmun facilitation centre, 20 families reported to the Zomuantlang facilitation centre, Mamit District SP Rodingliana Chawngthu said.


"Mizoram government has planned to take back 121 Bru families in a week from today," official sources said.

State Joint Secretary for Home Lalbiakzama said the Bru families, who were identified as the bona fide residents of Mizoram at the facilitation centres, would be given Rs 5,500 as travel expenses.

"They would also be given a certificate which should be produced to the district authorities to claim Rs 80,000 as resettlement and rehabilitation package and also to avail free ration for a period of one year," he said.

A man came over and offered his services as a painter to a female who was putting gas in her car and left his card. She said no, but accepted his card out of kindness and got in the car. The man then got into a car driven by another gentleman. As the lady left the service station, she saw the men following her out of the station at the same time. Almost immediately, she started to feel dizzy and could not catch her breath. She tried to open the window and realized that the odor was on her hand; the same hand which accepted the card from the gentleman at the gas station.


She then noticed the men were immediately behind her and she felt she needed to do something at that moment. She drove into the first driveway and began to honk her horn repeatedly to ask for help. The men drove away but the lady still felt pretty bad for several minutes after she could finally catch her breath.

Apparently, there was a substance on the card that could have seriously injured her.

This drug is called 'BURUNDANGA' and it is used by people who wish to incapacitate a victim in order to steal from or take advantage of them like REPEATED GANG RAPE. This drug is four times more dangerous than the date rape drug and is transferable on simple cards.

So take heed and make sure you don't accept cards at any given time alone or from someone on the streets. This applies to those making house calls and slipping you a card when they offer their services .

Tripura eyes more German aid for tribals

Germany, which has provided Rs.1.4-billion financial aid to for empowering tribals and remote area residents by utilising natural resources, may provide additional monetary assistance, it was disclosed.
 
Tripura Forest and Industries Minister Jitendra Choudhury said Germany has indicated it might give additional financial support to the Indo-German Development Cooperation () project for two more years beyond 2014.
 
"We will approach the German government through the Indian government's economic affairs division of the finance ministry. While German bank KfW gave the earlier aid, the government may give the extra help," Choudhury said.
 
Comprising officials of the central and the state governments, an Indian delegation, led by Choudhury visited Germany from August 22 to study the successful livelihood projects based on forests in that country.
 
KfW, a German government-owned development bank based in Frankfurt, has been providing financial assistance to various Indian-German forest-based projects in India.
 
Under the IGDC project, the KfW, Germany's third-biggest bank by assets, has been providing 15 million euros (Rs.1.4 billion) as grant to implement the five-year-long (2009-2014) project.
 
Over 50,000 families, mostly tribals and rural poor, would benefit under the project, to be implemented in 104 villages under Dhalai and north Tripura districts.
 
Germany is also providing technical assistance to utilise natural resources for sustainable development to make people self-reliant.
 
The KfW-aided scheme, covering 343,100 hectares of forest land, would also reduce "Jhum" cultivation (slash and burn shifting cultivation) and increase bio-diversity.
 
"We also want financial help from KfW under the climate change mitigation task. But Indian government officials when sending the scheme to KfW, excluded Tripura, Manipur and Sikkim keeping other five northeastern states for the aid," the minister said.
 
"Now the Tripura government would submit the scheme afresh to get the fiscal support."
 
The Indian delegation, besides visiting Germany's various forests and bio-diversity based project, met scientists, experts and environmentalists of prominent institutions in Germany and Britain and discussed projects on bio-diversity, climate change, protection of ecology, wildlife, forest management and primate and vulture breeding.
 
Tribals in the hilly terrain of Tripura and other northeastern states have for generations been carrying out the traditional slash-and-burn method of cultivation, which has resulted in degradation of forest land and affected the soil condition.
 
Some 55,049 families in Tripura are involved in this primitive form of cultivation, covering forest area of about 40,000 hectares.
